For nationalities that do need a visa, applications go through a Colombian consulate abroad. Separately, Migración Colombia runs Check-MIG, a free digital pre-registration at apps.migracioncolombia.gov.co — official sources give conflicting signals on whether it's strictly mandatory or "optional and suggested," but airlines frequently require proof of it at check-in, so completing it is the safe default for every traveler regardless of visa status.
